EXPERIENCE SUMMARY

Mr. Tom Roche has over 30 years of experience in engineering, management and management systems associated with business operations and critical infrastructure including power plants, national laboratories, offshore oil & gas, offshore wind, semiconductor and other critical facilities.   Experience and expertise are focused on safe and efficient operations of high-value operations, facilities, infrastructure and associated supply chain.  Primary expertise is in building and managing teams and infrastructure to successfully address complex problems, including:

  • Managed programs to improve the safety and reliability of offshore oil & gas production platforms in the Gulf of Mexico.  The programs involved Asset Integrity Management (AIM), Mechanical Integrity (MI), risk assessment, fitness-for-service, Microbiological Induced Corrosion (MIC), operations reviews, emergency response and evacuation.

  • Developed and implemented key performance indicator dashboards and reports by leveraging financial systems and Office 365 infrastructure to streamline worldwide operations for a multinational company. 

  • Executed programs to evaluate and improve the performance of nuclear power plants during postulated extreme seismic events.  These programs were associated with Nuclear Regulatory Commission Unresolved Safety Issue (USI) A-46, Individual Plant Examination of External Events (IPEEE), and evolving post-Fukushima seismic evaluation activities.  Projects deployed deterministic analyses methods as well as Probabilistic Risk and Safety Analysis (PRA and PSA).  Completed projects include Forsmark (Sweden), Bohunice (Slovakia), Oskarshamn (Sweden), Beaver Valley, Perry, Davis Besse, Surrey, H.B. Robinson, Shearon Harris, Comanche Peak, Donald C. Cook, Beznau (Switzerland), Limerick, FitzPatrick, San Onofre, Watts Bar, Browns Ferry, Idaho National Engineering Laboratory (INEL) and Savannah River reactors. 

  • Successfully implemented an Oracle enterprise project and financial management system for a worldwide engineering & inspection company.

  • Led the Power Sector for a multinational engineering company providing risk management and inspections services for the offshore wind, fossil and nuclear power markets.

  • Led the international sales team and implemented a Customer Relationship Management (CRM) systems including processes, infrastructure, metrics and adoption for a multinational company.  Tools deployed to drive sales and pipeline visibility include Salesforce, Microsoft CRM, SharePoint and Power BI.  

  • Implemented quality, safety and environmental management systems achieving conformance and/or certification to laws, codes and standards including 10CFR50 Appendix B, ASME Sections III and XI, ASME NQA-1, ISO 9001, OHSAS 18001 and ISO 140001.

  • Principal Investigator for post-earthquake reconnaissance efforts sponsored by the Electric Power Research Institute (EPRI), Lawrence Livermore National Laboratory (LLNL), and the National Earthquake Hazards Reduction Program (NEHRP) for the 1995 Kobe, 1994 Northridge, and 1989 Loma Prieta earthquakes. 

  • Successfully performed and supervised the testing and commissioning of Palo Verde Nuclear Generating Station systems and equipment; including mechanical, electrical, instrumentation and control systems. 

  • Performed design and engineering for the Palo Verde Nuclear Generating Station and San Onofre Nuclear Generating Station.
